Office of the CAO
The Chief Administrative Officer (CAO) is the only employee that reports directly to County Council. The role of the CAO is to provide professional advice to Council, act as the link between Council and staff, and ensure the proper implementation of Council decisions. The Office of CAO also includes the Executive Assistant to the CAO.
Communications
Our Communications team supports fulfillment of the County Strategic Plan and priorities through a coordinated and strategic approach to corporate communications. The goal is to support members of County Council and staff to effectively inform residents and stakeholders about County programs and services, and to foster public engagement with local government to help shape municipal priorities. The communications team also supports grant writing to help fund County initiatives, marketing and creative services, and digital accessibility support.
Community and Social Services
Our Community and Social Services team provides a wide range of programs and services to support residents and strengthen their social and economic well-being within their communities, including food security, housing and homelessness services, financial assistance, and child and family services.
Corporate Services
Our corporate services team collaborates with each department across the County to understand their needs and provide excellence in customer service. This includes Human Resources, Accessibility, Emergency Planning, Health and Safety, Customer Care, and support and governance of County Council.
Northumberland County Archives and Museum
As part of our Corporate Services department, our NCAM team operates the Northumberland County Archives and Museum in Cobourg, providing curation and archival expertise to inform the development of meaningful community exhibitions and programming, and to preserve and document the history of our community.
Northumberland County Forest
As part of our Corporate Services department, our Northumberland Forest team members manage approximately 5,524 acres of forested land in the County Forest, including 118 km of trails. They also enforce the Forest Conservation Tree By-Law and Ontario Weed Control Act.
Economic Development, Planning, and Strategic Initiatives
The Economic Development, Planning, and Strategic Initiatives team provides leadership and support in coordinated economic development and land-use planning activities in a collegial and cooperative manner to secure long-term sustainable benefits for all residents and businesses. This includes support for land use planning, septic and plumbing inspections, economic development, settlement services, and tourism.
Business & Entrepreneurship Centre Northumberland
As part of our Economic Development Department, our BECN team offers support, guidance and programming for entrepreneurs and small business owners across Northumberland County.
Ontario Agri-Food Venture Centre
As part of our Economic Development Department, our OAFVC team supports clients at the Ontario Agri-Food Venture Centre in Colborne. This purpose-built food processing facility helps food entrepreneurs scale up their business with access to a commercial kitchen, professional equipment, food-safe storage and production assistance.
Finance
The Finance team is committed to being a key business partner by providing timely and accurate financial information, developing sustainable capital and operating budgets, managing accounts payable and accounts receivable effectively, minimizing expenditures, business case analysis, and mitigating risk.
Golden Plough Lodge Long Term Care Home
The Golden Plough Lodge is our municipally-owned and operated long term care home. The Golden Plough Lodge has a long-established history of caring for others. The home serves those whose needs cannot be met in the community and require both personal care and nursing expertise.
Information Technology
Our IT team provides strategic technology leadership for all departments at the County, implementing best practices to optimize efficiency and support innovative advancements. The team also provides customer service and technical support, information management and governance, infrastructure management, and a comprehensive cybersecurity program.
Legal Services
Our Legal Services team is responsible for providing legal analysis and strategic advice to County staff and County Council. They also oversee court services, acting as a responsive, expert resource to enforcement agencies and the public, regarding protocols and processes related to the administration and prosecution of offences under Provincial Offences Act legislation and Northumberland County’s MOU with the Province.
Northumberland Paramedics
The Northumberland Paramedics team provides emergency land ambulance services to the 90,437 residents of Northumberland and its visitors. Their Community Paramedicine team also provides non-emergency in-home care for vulnerable residents and seniors in the community. Our paramedics aspire to achieve the highest level of patient care using a combination of leadership, critical thinking, teamwork, and best practices in every challenge faced.
Public Works
Our multi-disciplined Public Works team delivers a wide range of municipal services with care and support including Asset Management, GIS, Facilities Maintenance, Engineering, Major Capital Projects, Roads Operations and Waste Services.
