Final construction phase underway for Welcome intersection safety improvements in Port Hope

Cobourg, ON – April 16, 2026 – Northumberland County is preparing for the final phase of construction at the Welcome intersection (County Roads 2, 10 and 74/Dale Road) in the Municipality of Port Hope, with crews returning to the site beginning April 27. Work is expected to be completed by the end of May.

This final stage of construction will focus on finishing the intersection upgrades, delivering key safety and accessibility improvements.

The final work will include:

  • Culvert installation on County Road 2 south for improved drainage
  • Installation of two streetlight poles for improved lighting
  • Adjustments to catch basins and manholes in preparation for asphalt
  • Completion of curbs and sod
  • Final asphalt paving and line painting

During construction, temporary single-lane closures will be in place for approaches to the intersection. Traffic will be managed by flagging operations, and motorists are asked to slow down, follow posted signage, and use caution when travelling through the area.

“The Welcome intersection has long presented safety challenges due to its unique configuration,” states Manager of Infrastructure Peter Deshane. “These final construction activities will complete a series of improvements designed to enhance visibility, clarify traffic movements, and create a safer, more accessible intersection for residents and visitors alike.”

Short-term impacts to nearby residents will occur during asphalt paving where driveway access may be temporarily restricted for brief periods. Residents will be notified in advance with specific timing to allow for planning. Access for emergency services and deliveries, including mail, will be maintained throughout construction. Pedestrian and cyclist access will also be maintained, with clearly marked routes in place to support safe travel through the work zone.

This multi-year project has included realignment of approaches, improved turning lanes, new pedestrian crossings with flashing beacons, upgraded lighting, and enhanced signage and pavement markings—all aimed at reducing driver confusion and improving overall traffic flow.
