Notice of Study Commencement and Public Information Session for County Rd 64 Reconstruction
The County of Northumberland (the County) and the Municipality of Brighton (the Municipality) are conducting a Schedule B Municipal Class Environmental Assessment (MCEA) for the reconstruction of County Road 64. Located in the Municipality of Brighton, County Road 64 is an arterial road that functions as a primary route through the Municipality, connecting to Prince Edward County and providing a north-south route for motorists, pedestrians, and cyclists in the Brighton urban area, where County Road 64 is also known as Prince Edward Street.
The study limits extend from Elizabeth Street in downtown Brighton to the Quinte West boundary at Stoney Point Road and will be divided into two sections:
- Urban section between Elizabeth Street and Harbour Street where reconstruction of the road will potentially include upgraded sidewalks, cycling facilities, traffic calming features and intersection upgrades along with rehabilitation or replacement of sewers and watermains that are reaching the end of their useful life. Improvements in the urban section may have impacts to property outside the road right-of-way.
- Rural section between Harbour Street and Stoney Point Road where potential improvements include road resurfacing, culvert replacement and the addition of paved shoulders to improve cyclist connectivity.
The Process
This study is being carried out following the Schedule ‘B’ MCEA process, which provides a framework for the planning, design, and implementation of municipal infrastructure projects. The County and the Municipality have engaged GHD to provide engineering services and undertake consultation with the public and agencies to:
- Assess the condition of the existing roadway and underground infrastructure to confirm needs.
- Identify opportunities for improvements considering safety, accessibility, and active transportation.
- Develop alternative designs for reconstruction of the road and related infrastructure.
- Examine impacts of alternative designs on the social, cultural and natural environments and identify measures to mitigate impacts.
- Evaluate the alternatives and establish a preferred alternative for implementation.
Learn more and get involved
An initial Public Information Session will be held with a presentation by the project team to provide an outline of the need for improvements along with an overview of the possible options being considered. This will be followed by an opportunity for members of the public to provide feedback, ask questions and learn about how to stay involved in the project going forward.
The session will take place using a hybrid format (in-person or online) on Wednesday, July 27, 2022 from 6:30 p.m. to 8:00 p.m. with the presentation to begin at 6:30 p.m.
