County to host virtual public information centre about options for redesign of Welcome intersection

Cobourg, ON – March 24, 2022 – Northumberland County is reviewing options for operational and safety improvements at the intersection of County Road 2, County Road 10 and County Road 74 (Dale Road) in the hamlet of Welcome, located in the Municipality of Port Hope. Before moving forward with further planning and design activities, the project team is seeking public input on these options during a virtual Public Information Centre on Thursday, April 14, 2022.

Originally constructed as part of the provincial highway network prior to the construction of Highway 401, the intersection today services a lower volume of more local traffic now that it is no longer part of the provincial network. It was identified as a location for potential improvements based on input from residents and road users. Furthermore, data related to current traffic volumes, speeds and incidents has been collected and used to review how the intersection’s layout, traffic control (3-way stop), lane configuration, pavement markings and sightlines impact traffic operations.

The County recently retained CIMA+ to identify options for reconstruction of the intersection to address current operational and safety issues, and then evaluate the feasibility of implementing these options. Options that have been developed include:

  • Conventional all-way stop configurations with a reduced number of lanes; and
  • A roundabout configuration.

On Thursday, April 14, 2022 from 6:30 p.m. to 8 p.m., Northumberland County and representatives from CIMA+, will host a Virtual Public Information Centre. This session will include a presentation from the project team, with an overview of the need for improvements to this intersection, the options currently being considered, and next steps. There will be an opportunity for participants to provide feedback and ask questions, and information will also be provided about how members of the public can get involved during the next stages of the project.
