Final preparations underway at new Golden Plough Lodge
May 3 targeted for resident move-in
Cobourg, ON – March 6, 2026 – Northumberland County has entered the final phase of preparations to open the new Golden Plough Lodge, with May 3 identified as the target date to welcome residents into the modern 180-bed long-term care home. This timeline remains dependent on final approvals from the Ontario Ministry of Long-Term Care and the completion of all operational readiness requirements.

“We are working closely with the Ministry to complete the licensing and approval process, while at the same time ensuring every operational detail is in place so residents can move safely and confidently into their new home,” says Administrator Alanna Clark.
The Ministry’s review process includes documentation review, virtual walkthroughs, pre-occupancy assessments, and on-site inspections. Approval to occupy and a licence to operate will be issued once all provincial requirements have been met.
“This is a rigorous and important process,” states Clark. “The Ministry is the oversight body for long-term care in Ontario, and we are working in strong collaboration with their team. We share the same objective – ensuring the highest standards of safety and quality for residents.”
At the same time, Golden Plough Lodge staff are advancing comprehensive operational readiness activities. Teams are finalizing updated policies and procedures aligned with current legislative standards, completing system-wide training, and stocking clinical and residential supplies throughout the home.
Recently, staff conducted a full-scale mock move-in exercise simulating the coordinated relocation of the current 151 residents in a single day.
“That rehearsal allowed us to test timing, communication, medication processes, and resident transportation transfers,” Clark explains. “It demonstrated the professionalism of our team and reinforced our commitment to making move-in day seamless and dignified for residents.”
The County has also secured Health Care Relocations, a professional firm specializing in hospital and long-term care transitions, to support the move. The firm has assisted with hundreds of health care relocations and will provide logistical expertise to ensure a coordinated and resident-centered transition. Their expertise, combined with the skilled GPL staff and the Ministry’s oversight, positions the transition for success.
Clark emphasizes that while momentum is strong, the May 3 date remains a target.
“We are preparing for final ministry review and approvals in the coming weeks – this date remains necessarily tentative until that is in place. That said – we are in the final stretch. This is about opening not just a new building, but a home, and we are working to ensure every system and every team is ready.”
The County is also preparing for the opening of the new Northumberland County Archives and Museum (NCAM), co-located with this new long-term care home. NCAM facilities are on track to open later this fall, and the County looks forward to inviting community members to this new space.
