County extends Warming Room hours to enhance winter support services

Cobourg, ON – February 27, 2026 – Northumberland County Council has approved extended hours for the overnight Warming Room located at 555 Courthouse Road in Cobourg, strengthening support for residents experiencing homelessness during the winter months.

Effective immediately, the Warming Room will now operate:

  • Monday to Friday: 4:30 p.m. to 8:30 a.m.
  • Weekends: 24 hours per day (4:30 p.m. Friday through 8:30 a.m. Monday)

Previously, the service operated nightly from 8:00 p.m. to 8:00 a.m., and during the day on weekends in cases of extreme cold. Extended hours will be in place until the end of the Warming Room season—through March 31, 2026.

“These extended hours ensure more complete sheltering coverage in the community,” states Warden Bob Crate. “This change will enable us to bridge previous gaps between the business hours of public facilities and community services, and the overnight hours of the Warming Room, including continuous weekend access.”

“I want to thank our Social Services staff for continually evaluating and evolving this service to better meet the needs of our community. And our thanks also to the community organizations and volunteers who have provided generous support this winter with donated meals and supplies.”

The estimated cost to extend Warming Room hours of operation for the month is an additional $20,000, for a total operating investment of $238,000 for the season. Costs are primarily related to additional security, cleaning, and food and beverage supplies. The County will first seek to fund the extension through year-end savings within homelessness and housing budgets, with reserve funding available if required.
